Affiliation implies that the affiliated body may use the knowledge, guidance, support regarding service rendering and information as supplied by SAVF, and as described in a memorandum of agreement that will be entered into.
A. CRITERIA FOR AFFILIATION
Any group or organisation which functions outside of the normal structures of SAVF and which is involved with welfare and/or developmental services may apply for affiliation.
The objectives of such a body must be acceptable to the SAVF National Executive Board.
The group or organisation must acknowledge the constitution and mission of SAVF.
The group or organisation must accept the conditions of the specific affiliation agreement as adapted from time to time by SAVF.
The group or organisation must have the support of its community.
The group or organisation must be prepared to accept guidance from SAVF.
B. SPECIFIC CONDITIONS
The affiliated group or organisation must promote the objectives of SAVF.
SAVF National Executive Board considers applications for affiliation and decides on the granting thereof.
A memorandum of agreement must be drawn up to specify which services will be rendered to the affiliate.

Providing information
Training of personnel and volunteers in specific skills
Orientation
Support regarding service rendering
Should the applicant wish to make use of the SAVF name for fundraising purposes, terms and conditions for such use must be negotiated.
An annual affiliation fee is payable without the granting of SAVF voting rights to the affiliate. Presently the affiliation fee is R30 (thirty Rand) per annum, payable in advance by 31 March of each year for the period 1 April to 31 March. The affiliation fee of groups or organisations, which affiliate during the financial year, will be determined on a pro-rata basis.
Individual members of an affiliate do not pay SAVF membership fees and have no voting rights in SAVF structures.
An affiliation certificate is issued to the affiliate after initial approval. The memorandum of agreement must be reviewed and the affiliation certificate reissued annually.
C. PROCEDURE FOR APPLICATION
The application must be submitted to SAVF National Office on the prescribed form “Application for affiliation with the SAVF”.
Additional information must be supplied on request.
All the members of the authorised management body of the group or organisation must sign the application form.
A duplicate of the application form remains in the possession of the applicant.
SAVF GUIDELINE FOR A MEMORANDUM OF AGREEMENT (MOA) BETWEEN SAVF AND AN AFFILIATE
1. ESTABLISH THE TIME PERIOD
This could be on a yearly basis from 1 April up to 31 March, or a part of the period as applicable. To keep up with the need and means available the agreement must be reviewed yearly.
2. IDENTIFY THE PARTIES
Name the organisation/facility/project/group interested in affiliating and SAVF Specify the SAVF social worker, manager, or SAVF representative who undertakes to supply the direct service regarding the different items mentioned in paragraph B3 of this guideline.
3. SPECIFY THE SERVICES THAT SAVF UNDERTAKES TO DELIVER
(It may be one or more of the following or other services, which you specify.)
The training of people in specific skills
Orientation of persons for a specific task
Guidance and support
Facilitation of a certain goal
Participation in management for the affiliate
The provision of certain aids
Organisational support with regard to committee tasks, the formulation of a constitution etc.
Handling of the project as part of the service plan of SAVF at the Department of Social Development
Assistance regarding marketing and fundraising.
4. COST
Establish who is responsible for the various costs or who will administer funds obtained. Also, establish whether an administration fee for services rendered can be charged.
